Fraser Range, Southsea, Portsmouth

Pearce Planning Limited were appointed by Investin Plc (Orangestar) to take on the planning consultancy role of their stalled planning application at Fraser Range. This was one of the most complicated projects we have worked on with so many technical matters to consider and co-ordinate. Working closely with the client and an extensive consultant team we managed to overcome objections from the Environment Agency, Natural England, Historic England, Coastal Partners, Hampshire Trust and PCC technical officers.

We worked extremely closely with Stantec who co-ordinated the EIA updates and provided the immense inputs required on flood risk and ecology, Richard Massey on heritage due to the Fort Cumberland SAM, Deniz Beck/EMRC Architects and MacGregor Smith (landscape). The scheme proposed 134 new homes, retention and renovation of some buildings reducing carbon and included 0% affordable based on viability due to delivery of the sea wall and beach management and coastal walk. Nitrate mitigation was also required.

Credit to Portsmouth Council for persevering with the application and the hard work of their officers. The scheme received unanimous support at Planning Committee in May 2024.
